If the frame is straight and only the mesh is damaged, rescreening is the simpler fix. You need new screens when:

The frame is bent or split at the corners
Once a frame won't sit square in its channel, new mesh won't stay tight.
The size isn't standard

Measuring odd and older windows
Screens are sized to the channel or stops they sit in, not to the glass. Windows that have been painted, shimmed or re-trimmed over the years rarely match, even in one room, so each is measured.
Oshawa has the oldest housing in Durham, and it shows in the screens: storm-and-screen units, clip-on screens on wood sashes, openings resized in an earlier replacement. The standard: light, rust-free, and made in colours to match the window. A heavier frame stays square on large screens.
Fibreglass mesh
The usual choice. Flexible, won't dent, easy to replace later.
Aluminum mesh
Stiffer and hard-wearing, but it can dent if pushed.
Pet-resistant mesh
Much tougher, for windows a dog or cat can reach. Heavier, and it lets through a little less light.
Rentals
Outfitting a rental to meet the by-law
Section 5.5.7 of Oshawa's Property Standards By-law requires insect screening on all openable windows in a dwelling unit. For a landlord, a missing screen is a standards item, just like cracked glass. Rentals near Durham College and Ontario Tech, and along the Simcoe Street corridor, also need a City rental licence, but the screen rule applies city-wide.

Crank-out windows take their screen on the inside, held by clips or a channel. Those screens come down for cleaning and often never go back up.
