Whitby's housing: mostly 1990s and 2000s subdivisions

Downtown Whitby dates to 1836, but most of the town is subdivision housing that has spread mostly northward since the mid-1990s. Far fewer of its homes predate the 1980s than Oshawa's. The same pattern runs through Ajax, next door.

That changes the work. In Oshawa the typical job is keeping an older window weather-tight. In Whitby it's usually the first real repair on the original windows and doors: fogged glass, flattened rollers, a crank that spins. Those are parts, and parts can be replaced.

Fogged sealed units and tired patio doors

Start with a wipe test. Moisture you can wipe off the room side is condensation. Haze you can't reach means the seal around the sealed unit, the double-pane glass inside the frame, has let moist air in. Three fixes are worth pricing side by side:

  • Defogging: clears the view in a sound unit. Ask what it restores and what it doesn't.

Heritage districts and permits: ask the Town of Whitby

Whitby has two heritage conservation districts, Werden's Plan Neighbourhood and Brooklin, and the Town adopted updated plans for both in May 2026. In either district, and on any individually designated property, changes need a heritage permit, which carries no fee. Ask the Town's heritage staff about window rules before anything is ordered.

For building permits, Oshawa's rules don't cross the town line. Whether it's a same-size swap or a changed opening, check with the Town of Whitby first.

Durham Greener Homes and energy upgrades

The Region's Durham Greener Homes program offers a free Weather-Ready Home Assessment and a low-interest loan, and Whitby residents can get an extra top-up for deeper retrofits. The upgrades it names are insulation, air sealing and heat pumps. Whether windows qualify isn't confirmed, so ask the program's coach before you plan around it.

The provincial Home Renovation Savings Program has a rebate for whole ENERGY STAR certified windows and doors, generally alongside a home energy assessment. A new sealed unit in an old frame doesn't count. If a rebate is part of the plan, say so before the pro quotes.

Why are so many windows in 1990s and 2000s subdivisions fogging now?

Mostly age. A sealed unit's edge seal flexes with every swing in temperature, sun and season, and after enough years many let moist air in. Whitby built a lot of homes in the 1990s and early 2000s, so plenty of original units are reaching that point around the same time. One fogged unit doesn't mean the rest will go at once.

Do I need a Town of Whitby permit for same-size windows?

Check with the Town of Whitby before you order. Each Durham municipality sets its own permit rules, and Oshawa's exemption doesn't apply here. If your home is in the Brooklin or Werden's Plan heritage district, or is individually designated, a heritage permit applies as well. Ask the pro quoting the job to note what applies.

Can patio door rollers be replaced in a 1990s home?

Usually, yes. Worn rollers are a common reason a sliding door drags, and most can be replaced once the panel is lifted out. The track may need cleaning or repair at the same time.
